The Senate will begin debate next week on legislation to reform the nation’s immigration laws. Heritage Foundation Distinguished Fellow Edwin Meese was serving as Ronald Reagan’s Attorney General when the last immigration reform law was passed in 1986 – a law that provided amnesty to millions of illegal immigrants, but in the end did nothing to solve the illegal immigration problem. Mr. Meese and Sen. DeMint are concerned that various immigration reform plans being discussed in the Senate today will repeat the mistakes of the 1986 law. They will release a new paper, co-authored by Meese and Matthew Spalding, which lays out the important principles that must be followed as Congress tries again to reform immigration policy.
