I thoroughly dislike cigarettes and have no desire to see anyone start smoking, but under a plan proposed by liberals in Congress, that’s exactly what would have to happen to pay for the entitlement known as SCHIP, the State Children’s Health Insurance Program. Unbelievable, isn’t it? That’s what I thought, but after my colleagues Bill Beach and Michelle Bucci ran the numbers, it turns our that in order to pay for an expansion of SCHIP, we’d need to produce 22.4 million new smokers by 2017. They’ll generate the revenue on a proposed 61-cents-per-pack tax.
